SYDNEY, Feb 21 AAP - Labor is demanding the federal government carry out an immediate
investigation into the alleged rapes of a 98-year-old woman in a Victorian nursing home.

A man has been charged in the case, reported last night by ABC TV's Lateline program
which said the woman was raped on several occasions in the nursing home and other elderly
residents were sexually assaulted by the same male staff member.

Deputy Opposition Leader Jenny Macklin described the rapes as "horrific" and called
on the Howard government to act …

A recent survey conducted by Forbes Magazine named Internet retailer Amazon.com the most reputable company in America.

But taxpayers preparing their returns this April may soon be questioning that accolade, as many are in for a bit of a shock if they've been frequenting the online-only giant. By refusing to collect sales taxes, even firing small business partners in five states and threatening to lay off employees in Texas to avoid having to do so, Amazon has exposed its customers and forced them to calculate, track and remit the sales taxes from products purchased on its Web sites.
The catch: Most of their customers don't even know they owe the tax, and Amazon goes to great lengths to avoid informing them of the truth. How does this affect tax returns? By not collecting their customers' sales taxes at the point of purchase much like most retailers across the country are required to do, Amazon's customers must report on Tax Day those taxes owed on their state income tax returns. But because most of their customers are unaware of this obligation, many fail to report the tax owed on their returns, and as a result, states are now cracking down and Amazon's customers could be audited or penalized. Firing employees to avoid collecting sales taxes... Leaving customers in the dark and vulnerable... That certainly doesn't seem to fit the definition of "reputable."

"Amazon has built its entire business model around the premise that they don't have to collect the sales tax, and they've gone to great lengths to keep their customers in the dark about the tax owed once a purchase has been made," said Danny Diaz, spokesperson for the Alliance for Main Street Fairness (AMSF). "Whether it's leaving their customers liable or hurting small businesses, it seems very hard to argue Amazon is a good corporate citizen."

SYDNEY, Dec 30 AAP - New Year's Eve revellers in Sydney are being warned to remember
`no means no' on what is one of the most dangerous nights of the year for sexual assault.

Party-goers were given a stern reminder on Friday by the government: having sex with
someone who has not given their express consent - including when they are asleep or unconscious
- is sexual assault.

The NSW government has introduced a legal definition of consent to make it clear that
unless a person freely and voluntarily agrees to sex, it is sexual assault, Attorney-General
John Hatzistergos said in a statement.

"There are no excuses for offenders claiming they believed the other person consented
because she or he was too drunk to say no," Mr Hatzistergos said.

New Year's Eve traditionally sees an increase in sexual assaults, he said.

"Those who seek to take advantage of people during tonight's festivities face being
thrown in jail for up to 20 years for aggravated sexual assault and face life in prison
for gang rape," he said on Friday.

Tampering with someone else's drink can also lead to a jail sentence.

Mr Hatzistergos urged revellers to know their limits, take care of their friends and
not accept drinks from strangers.

More than 2600 police men and women will be on Sydney's streets on the night, particularly
in the known party spots.

Counselling services for victims of sexual assault are available from the NSW Rape
Crisis Centre on 1800 424 017.

Three crew from a bulk coal carrier that allegedly strayed into a restricted zone in
the Great Barrier Reef will appear in court today.

Federal police raided the MV Mimosa at Bowen in north Queensland on Saturday .. seizing
navigational equipment and charts .. and arresting a South Korean man and two Vietnamese
men.

They'll appear in Townsville Magistrates Court .. eight days after the Panama-flagged
vessel allegedly entered the no-go zone .. an offence that carries a 220 thousand dollar
fine.

The incident happened less than 24 hours after the Chinese coal carrier Shen Neng One
ran aground on the reef.

CAIRNS, Aug 28 AAP - A leading Aboriginal figure has called for traditional owners
to ban the controversial practice of dugong hunting.

North Queensland Land Council chairman Terry O'Shane has urged traditional owners to
impose a total ban on hunting the endangered species and place restrictions on turtle
hunting.

His comments come after reports members of the Yarrabah community, south of Cairns,
had been selling dugong and turtle meat on the black market for up to $50 a kilogram.

Mr O'Shane said although traditional owners had the right to hunt both species, they
had a responsibility to protect the environment.

"What I'm talking to the mobs about is developing a responsible response to those rights,"

he told AAP.

"We need to protect the eco-system.

"Dugong is an endangered species and we have to recognise that too."

He said he would meet with clan groups across north Queensland in the next few weeks
to encourage them to impose management plans for traditional hunting.

"If they say no they're not happy about that that's ok but I need to put that on the
table, it needs to be part of the discussion."

Mr O'Shane said his tribal group, the Yalanji clan, had banned dugong hunting in its
traditional area north of Cairns and had imposed tough restrictions on turtle hunting.

Traditional owners in the area were issued with traditional hunting licenses and those
who defied the ban were punished, he said.

"We have people that go out and do the wrong thing and it's up to us to pull them into
line, and we do."

Mr O'Shane will meet with community leaders at Yarrabah, south of Cairns, to discuss
allegations of profiteering from the traditional hunting rights.

"If it is happening, it's not for people to come along and start to profiteer from
people's native title rights," he said.

"You can't sell it, they shouldn't be doing it, they should be prosecuted."

Qld: Surgeon Patel to stand trial

BRISBANE, April 20 AAP - Indian-born surgeon Jayant Patel has been committed to stand
trial over the manslaughter of three patients at a Queensland hospital.

The 59-year-old former director of surgery at Bundaberg Base Hospital, who was extradited
from the United States 10 months ago, did not enter a plea when he appeared in Brisbane
Magistrates Court on Monday.

Asked if he had anything to say, Patel told the court: "No, thank you, your honour".

On the final day of his committal hearing, Patel's defence counsel consented to him
standing trial on all charges.

Patel will now stand trial in the Queensland Supreme Court in Brisbane on a date to
be set on a total of 13 charges, including the manslaughter of Gerry Kemps, James Phillips
and Mervyn Morris.

His lawyers asked for a relaxation of the strict conditions he has been under since
he was first granted bail nine months ago, but magistrate Brian Hine, who presided over
the original bail hearing, ordered the strict reporting and $20,000 surety conditions
remain.

Today's committal decision was met with joy and relief by the friends and families
of Patel's alleged victims.

"It was just a huge relief - it's been a long time coming," patient spokeswoman Beryl
Crosby said.

"We always had confidence it would come to this. It's still got some way to go but
this is such a milestone that all charges are going to be heard."

During the hearing, the court was told Mr Morris, 76, died in June 2003 after Patel
undertook two operations to stop bleeding in his bowel.

Witnesses have given evidence Patel incorrectly diagnosed the bleeding and unnecessarily
removed part of the colon.

The court was told Gerry Kemps died from post-operative bleeding following an oesophagectomy
performed by Patel in December 2004.

It's alleged Patel should never have operated on Mr Kemps.

The court was told he failed to stop Mr Kemps' bleeding during the initial operation
and during subsequent surgery several hours later.

Patel also performed an oesophagectomy on Mr Phillips in May 2003.

Expert witnesses have given evidence Patel was not qualified to operate on Mr Phillips,
who was extremely ill at the time.

It's also alleged the hospital was not equipped to cope with the post-operative care
of patients who had undergone complex procedures.

The trial will likely proceed next year.

The Northern Territory government's watering down its approach to bilingual education.

NT Education Minister MARION SCRYMGOUR announced earlier this year the first four hours
of every school day had to be taught in English.

The NT government's announced a number of concessions to the policy today .. including
a year's transition period and further consultation .. with the changes to be fully implemented
by 2010.

There will also be some instruction in local language .. and individual agreements
will be brokered .. including that one school will be allowed to teach in the local indigenous
language on Wednesdays.

Beijing yesterday.

The father in-law of the US men's volleyball coach was fatally stabbed by a Chinese
man while sight-seeing yesterday.

His wife was also seriously hurt in the attack .. which came a day after Australian
sports commentator STEVE ROBILLIARD had a stool hurled at him.

AOC boss JOHN COATES says Australians have been warmly embraced by local Chinese ..

but to be safe they should wear their national colours downtown.

Prime Minister KEVIN RUDD has brushed off any suggestion of an anti-Western backlash
.. saying the city of 12 million is generally a safe and welcoming place.

JOHN HOWARD says he'll support a public inquiry into equine influenza .. if tests conducted
today require one.

The racing industry's been brought to a halt .. after a national standstill was ordered
on Saturday when signs of horse flu were detected in NSW.

Speaking in Darwin today .. the PM said Federal Agriculture Minister PETER MCGAURAN
is carefully examining the situation.

Mr HOWARD says if it's then found necessary to have a public inquiry .. he would of
course support it.

Mr MCGAURAN's confirmed tests are being conducted .. and he'll receive the results
later this afternoon.

Vic: Man dead after being bitten by snake in central Victoria

SYDNEY, April 15 AAP - A man has died after being bitten on the finger by a snake in
central Victoria.

Police said the 37-year-old man was looking for scorpions with a friend at Mt Alexander,
near Castlemaine, at about 2.30pm (AEST) today when he was bitten on the finger by a Whip
snake.

A short time later the man, from Pascoe Vale in Melbourne, began to feel woozy and
his friend went to their car to call an ambulance.

He returned to find the man had collapsed.

Ambulance officers were unable to revive the man, who died at the scene.

Police are preparing a report for the coroner.

NSW: US drugs expert warns govt to curb Ice problem

A US drugs expert will today warn Australian governments that the scourge of the drug
Ice will worsen unless the problem is nipped in the bud.

Federal .. state and New Zealand ministers today attend a forum in Sydney on crystal
methamphetamine hydrochloride .. also known as Ice.

Professor JOHN GRABOWSKI .. of the University of Texas .. is backing medically supervised
injecting rooms and the use of the substitute drug dextroamphetamine sulphate as means
of treating ice addiction.

Prof GRABOWSKI says Ice use is less common in Australia than in the United States ..

but warns this can change quickly and policy makers need to deal with the issue now.

Prof GRABOWSKI says supervised injecting rooms are one element of dealing with drug
addiction .. and action is needed now to keep up with developments.

He says he also supports using dextroamphetamine sulphate to treat Ice addiction ..

in the same way methadone is used to treat heroin addiction.

after brain surgery.

38-year-old LYNETTE WAUGH was operated on for a blood clot in her brain on Friday ..

a day after being rushed to Sydney's Prince of Wales Private Hospital.

STEVE WAUGH'S twin brother MARK .. says LYNETTE is doing well after her operation by
prominent neurosurgeon Dr CHARLES TEO.

The twins' father .. RODGER WAUGH .. has told the Nine Network she's fighting .. and
fighting very well.





STEVE and LYNETTE have three children .. 10-year-old ROSIE .. six-year-old AUSTINN
.. and four-year-old LILY.

Company to Bring WiFi Service to Toronto

Toronto Hydro Telecom Inc. announced plans Tuesday to blanket downtown Toronto with wireless WiFi coverage, allowing laptops to log onto the Internet anywhere within the zone, from park benches to cars and cafeterias.

The project will establish Canada's largest zone of wireless fidelity _ or WiFi _ the company said.

"This is both an exciting and very important initiative for the city of Toronto," Mayor David Miller said in a release announcing the plan. "It puts us on the leading edge of the telecommunications industry nationwide and globally."

Toronto Hydro Telecom, a subsidiary of Toronto Hydro Corp., said it would install radio access points on streetlight poles throughout a 3.75 square mile area in the downtown core.

The "hot spot" will be set up in stages, with the first phase bringing WiFi to the financial district of downtown. The entire project should be complete by the end of the year.

For the first six months, Toronto Hydro will offer customers free access to the zone. After that, it will begin to charge.

"WiFi technology is the new benchmark for urban living," stated Toronto Hydro president David Dobbin. "It's standard equipment in many electronic devices, from laptops to portable entertainment units."

But private telephone companies are outraged by the plans, questioning why a public utility needs to compete with the private sector in a well-served market.

Mike Lee, chief strategy officer with Rogers Communications Inc., one of the country's largest telecommunications companies, said he did not understand why the cash-strapped city of Toronto wanted to enter the Internet access business.

"It will not be an easy business," he told the National Post. "In this day and age, the focus should be on core operations more than anything. I was surprised to see they are looking to get into this business."

Shuttle launch has special meaning for East Texas town where space is a new interest

Few in this small East Texas town paid much attention to space flight until the crisp, foggy February morning when pieces from the space shuttle Columbia came raining down on them.

Now 2 1/2 years after the Columbia tragedy, many of the 1,100 residents consider those who work at NASA to be part of their close-knit community, and a few have gone to Florida to see the next shuttle launched.

They want Hemphill, which sits on the edge of the Sabine National Forest, to feel like a second home for the Columbia families. Within the next few years, residents want to have a trail leading to the site where they found the shuttle's 500-pound (225-kilogram) nose cone. They plan to memorialize each of the seven astronauts who died along the serene, wooded path.

For now though, there are simple reminders throughout town. A wooden cross has been constructed along a rural road where one astronaut was discovered and pictures of the crew and other mementoes can be found in most businesses.

First Baptist Church pastor Fred Raney has pictures of the crew in his office, a large patch memorializing the mission and a flag the town flew on the first anniversary of the accident hanging on a wall. Sabine County Sheriff Tom Maddox has similar reminders in his office, which also houses the county jail.

"Our community is all excited about the space program getting back in flight," said Belinda Gay, who runs a local restaurant and helped feed searchers who scoured the woods. "I'm sure probably everybody in town is going to be watching it."

She and Raney are among the half-dozen residents who hope to see Discovery lift off on Wednesday _ the first shuttle to launch since the Columbia disaster.

"There are some things you can let go of and some things you will probably always carry with you," Gay said. "Those days will probably always be with us."

During the weeks after the Columbia tragedy on Feb. 1, 2003, Sabine County residents searched the pine-studded landscape. They combed rough, briar-patched terrain and waded through knee-deep water looking for astronauts' remains and any clues about what brought their orbiter down.

Space, at least for a time, replaced fishing and hunting as coffee-shop talk.

Before that day, Hemphill resident Clark Barnett said a local would have had to dust off a book at the library to find anything related to space. The town is about 185 miles (298 kilometers) northeast of Mission Control in Houston, which seems worlds away.

Before Columbia broke apart, cell phones rarely worked in the town, which caters to hunters and anglers, but has little other industry. A cell phone tower was erected to help searchers. Maddox laughs when he remembers not having heard of DSL service before federal agents asked him for a high-speed Internet connection.

"It is a miracle that no one on Earth got hurt by any debris," Gay said. "It is a miracle that we found all seven astronauts and it is a miracle that we were able to retrieve the black box and the experiments that were found. These are things that should not have been found, but we were able to do it because God wanted us to find it so we could get back into space."

A piece of insulating foam broke off Columbia's external tank during liftoff and knocked a hole in the left wing. The searing gases of re-entry melted the wing from the inside out, causing the spacecraft to disintegrate as it headed to Cape Canaveral, Florida.

Gay doesn't want to witness another disaster and acknowledges that anxiety and apprehension accompany Discovery's launch. But she remains a firm believer that exploration must go on.

"You can't stop just because we had a tragedy here," she said. "You have got to move on. You have got to look forward to the future and grow from it."

Raney, who held a solemn service each time remains from the astronauts were found, said the community grew closer through the tragedy. He said it was hard for many, including himself, not to be overcome with emotion.

"It is something I will always remember," he said. "Those 12 days and even after that were ... maybe the hardest in my life."

The pastor said the community set out to complete the astronaut's mission by returning them home to their families.

Just days from the launch, Raney said he already had goosebumps.

"It will be a tearful time I am sure because of the memories that are there," he said.

Alfvén, Hannes Olof Gösta (1908–1995) Swedish physicist Alfvén, who was born in Norrkoeping, Sweden, was educated at the University of Uppsala where he received his PhD in 1934. He subsequently worked at the Royal Institute of Technology, Stockholm, where he served as professor of the theory of electricity (1940–45), professor of electronics (1945–63), and professor of plasma physics (1963–73).

Alfvén is noted for his pioneering theoretical research in the field of magnetohydrodynamics – the study of conducting fluids and their interaction with magnetic fields. This work, for which he shared the 1970 Nobel Prize for physics with Louis Néel, was mainly concerned with plasmas; i.e. ionized gases containing positive and negative particles. He investigated the interactions of electrical and magnetic fields and showed theoretically that the magnetic field, under certain circumstances, can move with the plasma. In 1942 he postulated the existence of waves in plasmas; these Alfvén waves were later observed in both liquid metals and ionized plasmas.

Alfvén also applied his theories to the motion of particles in the Earth's magnetic field and to the properties of plasmas in stars. In 1942, and later in the 1950s, he developed a theory of the origin of the solar system. This he assumed to have formed from a magnetic plasma, which condensed into small particles that clustered together into larger bodies. His work is also applicable to the properties of plasmas in experimental nuclear fusion reactors. Alfvén's books include Cosmical Electrodynamics (1950), which collects his early work, On the Origin of the Solar System (1954), and On the Evolution of the Solar System (1976, with G. Arrhenius).

In his later years Alfvén argued against the current orthodoxy of the big-bang theory of the origin of the universe. Space, he argued, is full of immensely long plasma filaments. The electromagnetic forces produced have caused the plasma to condense into galaxies. As for the expansion of the universe, he attributed this to the energy released by the collision of matter and antimatter. Whereas Alfvén's critics charged him with vagueness, he responded by arguing that cosmologists derive their theories more from mathematical considerations than from laboratory experiments.

allotment A method of distributing previously unissued shares in a limited company in exchange for a contribution of capital. An application for such shares will often be made after the issue of a prospectus on the flotation of a public company or on the privatization of a state-owned industry.
